                                    RIO DECLARATION ON THE FUTURE OF ISIS

The completion of the Third World Congress of ISIS was held in Rio de Janeiro from 14 to 16 September 2008, organized by BIREME / PAHO / WHO, with over 150 participants from 31 countries and 4 continents representing tens of thousands ISIS users worldwide, around a program that has been directed from the state current ISIS software family with very important developments, the updating of the ISIS platform.

Participants in the Third World Congress on ISIS to be held from 14 to 16 September 2008 in Rio de Janeiro, called by BIREME / PAHO / WHO:

acknowledge that:

- The family of the ISIS program has a unique technological concept and a mission to develop and overcome Storage Systems and Information Retrieval (SSRIs), particularly for developing countries, where the technology is known and used worldwide.

- New developments led by UNESCO (especially J-ISIS project showing a renewed commitment) and BIREME (especially Web-based platform and comprehensive management program Library ABCD) represent significant progress towards the updating of the ISIS platform, according to the state of the art in software development and applications of storage and retrieval.

- The family of the ISIS program has now fully embraced the application of Free Software and Open Source UNICODE support structures to be fully open and multilingual, with terms more appropriate to promote independence, sustainability and the creation of shared knowledge between librarians and information workers.

- The great merit and commitment of both institutions, UNESCO and BIREME in the development and support of ISIS, has brought an extraordinary contribution to the automation of bibliographic databases, information systems and libraries, mainly in developing countries and has created, strengthened and developed skills in SSRIs, and thus has increased the organization and visibility of the scientific, technical and cultural development of the developing world.

Reaffirming the continuing value of the facilities offered by the family of the ISIS program;

have decided:

1. Establish an International Steering Committee (consisting temporarily in the Scientific Committee ISIS3 Organization), established by UNESCO to assist and collaborate with UNESCO, BIREME, and Developer Community Family programs ISIS fundraising, control quality and promotion.

2. Support and contribute to the development of ISIS NBP coordinated by BIREME under a FOSS application and provide their wider adoption and spread to update ISIS applications. For this purpose should prepare a comprehensive program of constructive capabilities the new software.

3. Go to the National Commissions of UNESCO in order to inform them about the impact of the ISIS software family so that they can request that UNESCO continue its commitment and support.
4. Redefining the status of ISIS National Distributors, who will assume a new role in supporting the training and promotion activities in their local environments.

recommend:

1. UNESCO and BIREME persist in their commitment to the maintenance, support and updating of the ISIS family programs;

2. Preparation of a Memorandum of Understanding between UNESCO and BIREME to ensure sustainability, especially in:

a. The preservation of technological identity and specificity of the development mission of ISIS;

b. Facilitating the use of ISIS technologies BIREME by all Member States of UNESCO.
